Securities and Futures Bureau, Financial Supervisory Commission, Director-General Handover Ceremony Address

                               
Vice Chairperson Wang, Vice Chairperson Huang, esteemed guests, staff members of the bureau, greetings:
      
I am so glad that we are meeting again. I see many former colleagues today and I am thrilled with the familiarity. Returning to the Securities and Futures Bureau, I have felt your intense encouragement and understood the expectations my superiors have placed on me. I am commissioned to this position, and I am grateful and cautious at the same time. I would like to take this opportunity to do my best and work with everybody for the development of our nation’s securities and futures markets and securities and futures business with my experience serving the capital market.
I worked at the Securities and Futures Bureau for eighteen years. While I have been away from Securities and Futures Bureau for seven years, I was still serving the capital market during this period. Therefore, I still paid close attention to the movements in the capital market. In the future, I will build on the strong foundation left by former director-generals and engage in reforms. I ask for the support and encouragement from everybody here in my future endeavors.
First, in terms of developing a capital market with industry focus, we will continue to build a capital-raising platform for high-tech and innovation industries, as well as promote Renminbi Formosa Bonds and the Innovation OTC market to expand the size of our capital market. We will strengthen corporate governance, improve the development of corporations, and adopt international accounting principles and audit standards, thereby improving the quality of our information disclosure.
Secondly, we will deregulate our laws and approve new businesses for securities and futures, new financial products, and additional functions for brokers. We will continue to develop financial operations with Cross-Strait features.
Additionally, in terms of aligning our financial markets with other international players, we will continue to arrange for two-way visits with financial regulators in other nations or sign Memorandums of Understanding (MOU) on supervision. We will continue to intensify our cooperation with exchanges in foreign nations, promote the internationalization and diversification of futures products, and review transaction rules in securities and futures markets to improve trading efficiency and safety.
In terms of Cross-Strait financial operations, we understand the high expectation from securities and futures brokers and dealers. We will continue with the negotiation or exchanges in cross-strait securities and futures operations and deregulate these operations, so that this industry can thrive.
In terms of international asset management staffed by local talent, we will gradually deregulate the restrictions to enhance the competitiveness of domestic asset management firms and develop domestic asset managers. By doing so, we can improve the management flexibility of asset management firms and improve the competitiveness of the domestic asset management industry.
Since our bureau’s operations are closely tied to the welfare of businesses and the public, before we implement a policy, we will not only take in suggestions from all stakeholders and build consensus, but also improve communications with corporations and the public to facilitate the implementation of policies. We will also adjust our policies as needed to fulfill the needs of our nation’s economic development and the expectation of the public.
The current Economy Power-Up Plan and the Golden Decade National Vision remain to be accomplished. I will do my best to serve in the capacity of Director-General of the Bureau and exert our enthusiasm with all staff members of the Securities and Futures Bureau, under the leadership of Chairperson Tseng. We will accomplish the mission of maintaining security and ensuring sustained growth in the financial markets to meet your expectations. We ask for your criticism and your support.
