3. Legal basis of the fine: Article 2, paragraph 2 of the Regulations Governing Futures Commission Merchants.
4. Facts of the violation and reasons: On October 15, 2025, Capital Futures experienced a malfunction in its trading support system. An investigation revealed that the company had failed to conduct regular stress testing of system capacity, design a validation mechanism for trade confirmation reports, and process erroneous futures transactions in accordance with its error trade procedures. These indicate that Capital Futures did not effectively implement the requirements of its internal control system and was therefore determined to have violated the applicable futures management laws and regulations.
5. Resulting fine: An administrative fine of NT$240,000 was imposed on Capital Futures under Article 119, paragraph 1, subparagraph 2 of the Futures Trading Act.
