Financial Supervisory Commission and United States Securities and Exchange Commission co-hosted “The U.S. SEC Regional Training Program”

The Financial Supervisory Commission (FSC) and the United States Securities and Exchange Commission(SEC) joinly held “The U.S. SEC Regional Training Program” from October 16 to October 19, 2018. This SEC and FSC joint training program followed the first one held in Taiwan in 2015.

There were more than50 foreign attendees from  10 jurisdictions, including Japan, Korea, Thailand, Philippines, India, Indonesia, Vietnam, Malaysia, and Singapore, joined the training program. They came from securities supervisory authorities, stock exchanges and central depository institutes. In addition, representatives from local securities companies, futures companies and securities investment trust and consulting enterprises also attended. Nearly a total of 180 attendees participated in this training program.

The program aims to offer securities regulatory officers and related participants in the capital market the opportunity to learn from international financial supervisory authority. The speakers include Mr. Paul G. Levenson (Director of the Boston Regional Office of the U.S.SEC), Mr. Kurt Gresenz (Assistant Director in the Office of International Affairs), and Ms. Julie A. Preuitt (Senior Special Advisor in the SEC’s Office of International Affairs). The themes of the training involve operational issues that international financial institutions face, such as anti-money laundering practices, regulatory framework of ICO, supporting the role of chief compliance regulator, investigation and prevention of stock issuer fraud, establishment of an effective risk management system and whistleblower system, investigation and enforcement against insider trading, analysis of market fraudulent behaviors (Ponzi scheme), market intermediary role conflict, establishment of an effective regulatory system and prevailing market supervisory trends. Taking cases in well-known international enterprises as examples, the speakers encourage attendees to communicate and exchange their opinions and hands-on experience.

The FSC stated that global securities markets are faced with various regulatory challenges; the SEC, taking the leading role in the U.S. capital market, has abundant practical experiences with respect to the issues mentioned above and can offer valuable lessons to other supervisory authorities. Through this training program, the FSC hopes to strengthen cooperation with the SEC and peer regulators in Asia. With more interaction and communication, the latest perspectives of regulations can be applied to each nation’s capital market and a harmonized global capital can be ensured.
