The FSC Reminds All TWSE and TPEx Listed Companies to Prepare Their Sustainability Reports Starting From Next Year (2025)

The information provided in the sustainability report has become an important reference for stakeholders to review a company’s sustainable business performance and make investment and financing decisions accordingly. As of the end of August 2024, 1,020 Taiwan Stock Exchange (TWSE) and Taipei Exchange (TPEx) listed companies (accounting for approximately 56%) have submitted their sustainability reports for the year 2023, including 578 mandatory and 442 voluntary submissions. Among them, 613 companies have obtained third-party assurance.
The “Sustainable Development Action Plans for TWSE and TPEx Listed Companies” released by the Financial Supervisory Commission (FSC) requires each TWSE/TPEx listed company with a paid-in capital of less than NT$2 billion to prepare a sustainability report for the year 2024 starting from 2025. Therefore, each TWSE/TPEx listed company should prepare a sustainability report starting from 2025 and complete the declaration by the end of August 2025. To assist companies in preparing sustainability reports, the TWSE is currently building a sustainability report generation function on the ESG digital platform (which already went online on May 6, 2024), and has invited several TWSE- and TPEx-listed companies to conduct trial generation. The function is expected to be officially launched in January 2025 after system adjustments based on the feedback of these companies. The TWSE and the TPEx will also hold a number of promotional events at the end of 2024 to facilitate the understanding of TWSE and TPEx listed companies on how to use the system.
In addition, to assist small and medium TWSE and TPEx listed companies in preparing sustainability reports, the TWSE and the TPEx will develop the “Guidelines for the Preparation of Material Topics in the Sustainability Report” and disclosure examples to guide TWSE- and TPEx-listed companies to effectively identify, evaluate, and report on material topics related to their economic, environmental, and social impacts, and accurately disclose them in the sustainability report.
The FSC emphasizes that TWSE and TPEx listed companies should continuously strengthen the quality of sustainability information and avoid exaggerated and untrue statements, in order to not only enhance public trust in the company and establish a good corporate reputation and market competitiveness, but also help prevent greenwashing behavior. The FSC will continue to pay attention to international sustainable development trends, combine domestic and international practical experience, and improve relevant policies to lead TWSE- and TPEx-listed companies towards sustainable development.
